We were impressed by Woodland Mayor Tom Stallard's Tuesday State of the City speech where his optimistic assessment was that the city is “very good and getting better all the time.” To a great degree, Stallard is correct. In many of the most fundamental areas the city is improving, despite what you'll sometimes read on social media sites....
