    State Sen. Mike Morrell's second attempt to repeal the controversial fire prevention fee was shot down 7-2 Tuesday in a Democratic-led state Senate committee. The nine-member Senate Natural Resources and Water Committee killed Senate Bill 198, which would have abolished the fee that affects homeowners in so-called State Responsibility Areas, including in parts of Pinon Hills, Phelan, Wrightwood, Oak Hills, Apple Valley and Lucerne Valley....
